Surge of Mega Ship Capacity to Hit the Water in 2018
The global container fleet is on track to grow faster than expected demand and scrapping, according to an analysis of IHS Markit data. IHS Markit forecasts demolitions next year will come in at 351,065 TEU, which would result in net capacity growth in the global fleet of 7.1 percent if no deliveries from the 78 mega-ships over 10,000 TEU totaling 1.2 million TEU are delayed. FSVP Requirements and “UNK” Allowance for DUNS Number Requirement
The Food & Drug Administration’s (FDA) Foreign Supplier Verification Programs (FSVP) call for reporting the U.S. owner or consignee’s DUNS number for subject imports regulated by the FDA. The FDA has provided temporary allowance for reporting “UNK” in place of a DUNS number. FDA has reached out with advice that the proper DUNS number be “reported as soon as possible to assure that future import shipments will not be held up because it lacks one”. The DUNS number should be either listed on the Invoice or provided to your Trans American Personal Account Manager to add to the database. Shippers warned ELD Mandate will Crimp Supply Chains

Federal Communications Commission Requirement of Form 740 Filing Ends
The Federal Communications Commission (FCC) ended its Form 740 filing requirement for imported radiofrequency (RF) devices effective November 2. NCBFAA Submits Letter Urging Senate Finance and House Ways and Means to Renew GSP
The National Customs Brokers & Forwarders Association of America (NCBFAA) in a letter dated November 6 to the Senate Finance and House Ways and Means committees, urged renewal of the General System of Preferences (GSP) program. Per the letter, “If GSP renewal does not occur before January 1, companies will face an estimated $75 million in duties on imports from GSP countries each and every month until the program is renewed”.

Updated Guidelines Posted by CBP for Penalties for Non-Compliant Wood Packaging Material
U.S. Customs & Border Protection (CBP) has posted guidelines for liquidated damages and penalties for non-compliant wood packaging material (WPM). CBP had advised in September they would increase the frequency of penalties for WPM violations.
