Shippers are uniting to ask the FMC (Federal Maritime Commission) to require container lines and terminals to extend free time when events occur that are out of the control of the shipper. Examples used are the Hanjin bankruptcy, severe weather and labor strikes. Shippers argue that these charges are being used as a means of profit rather than to encourage the smooth flow of cargo. Comments will be collected by the FMC until February 28, 2017 and then the FMC will create a report indicating their stance on if the current practices of demurrage and detention charges are unreasonable.
