Wood Packing Material (WPM) requirements became effective on July 5, 2006 and are in place in over 100 countries. WPM not marked properly will be considered in violation of the WPM rule and Customs authorities at county of import will not release it. Any non-compliant WPM must be exported from the country of import. If any portion of shipment is compliant, and can be separated, the compliant portion may be allowed entry pending local Customs authority approval, and the non-compliant portion must be exported. If any compliant portion cannot be separated, it will also require export.
Any expense at country of original import is the responsibility of the Importer, or if the Importer is unknown, the carrier will be liable. Refused material (including any WPM) is typically returned to the country of original export. It is important to understand that refused material (including any WPM) must make entry and clear Customs in the country they are exported to. The exporter and consignee of shipped refused WPM should coordinate the export / import process to avoid delays and costs.
WPM includes pallets, crates, boxes and pieces of wood used to support or brace cargo. The regulation requires WPM to be treated and marked. The approved treatments are either heat treatment to a minimum wood core temperature of 56 degrees Celsius for a minimum of 30 minutes, or fumigation with methyl bromide.
Please note that stickers and plaques placed on the WPM of the above marking is not considered “a permanent and legible fixture” and therefore is non-compliant.
There are certain exemptions from the WPM requirement – including Canadian and U.S. origin WPM that is used for direct imports and exports between the two countries.
