The fourth round of the NAFTA renegotiation are taking place in Arlington, Virginia, they started on October 11, and is to conclude on October 17. Canada, the U.S. and Mexico have agreed in principal to NAFTA language that would eliminate the requirement of paper Certificates of origin to qualify for NAFTA benefits. Canada and Mexico are now considering increasing their de minimis levels to the $250 – $300 range, which is closer to the U.S. level of $800 (currently Canada de minimis level is $15 and Mexico de minimis level is $50).
