Anti-Dumping and Countervailing Duty Evasion Administrative Protective Order
House Representative Bill Pascrell recently introduced legislation that is to create administrative protective order (APO) procedures within U.S. Customs (CBP) anti-dumping and countervailing duty evasion investigations. The new legislation would require CBP to enact procedures on sharing of proprietary information under an APO that is to protect against public disclosure and provide limited access to information for the alleged evader and the petitioner. The proposed bill would also allow the Department of Commerce to issue countervailing duties based upon currency manipulation and its impact on a U.S. industry. U.S. Customs Commissioner Kevin McAleenan Comments on NAFTA Negotiations
Acting U.S. Customs Commissioner Kevin McAleenan while speaking at the May 24 West Coast Trade Symposium, said that U.S. Customs would like to see enhanced trade enforcement provisions, modernized rules of origin, and the ability to collaborate on trade facilitation issues in any U.S. NAFTA negotiations with Canada and Mexico.

CN Rail Avoids Strike
Beneficial cargo owners that utilize the Canadian National Railway were prepared for delays as the union representing conductors and yard workers announced a strike that was to begin on Tuesday, May 30, 2017. The strike was in response to the railroad seeking concessions from union members even though the railroad has posted yearly profits. The Teamsters Canada Rail Conference (TCRC) and the railway reached a last minute agreement and the strike was canceled. Global Ocean Carrier Capacity
The global container volume forecast for 2017 was revised and increased due to a strong first quarter. Analysts adjusted the worldwide port throughput growth to 4.6 percent; earlier projections were 2 to 3 percent. The increased demand is good news for ocean carriers suffering from overcapacity but the surplus of container space is still an ongoing issue. The active fleet of ships has grown by 918,000 TEU year over year due to a reduction in idle fleet. The main North American ports recorded 7.4 percent growth in the first quarter. World Trade Bridge at Laredo Temporarily Closed
Full operations were restored on May 29 at the World Trade Bridge between Nuevo Laredo, Mexico and Laredo, Texas. Border-crossing operations were temporarily suspended after a May 21 storm had caused severe flooding, power outages and wind damage. Truck traffic had been rerouted to Laredo’s Colombia Solidarity International Bridge. During normal operations, the World Trade Bridge location processes 12,000 trucks per day.

Canada – European Union Free Trade Agreement Approved by Canadian Senate
The Canadian Senate voted earlier this month in favor to implement the Comprehensive Economic and Trade Agreement (CETA) between Canada and the European Union (EU). The European Parliament had previously voted in February to authorize the provisional application of CETA. Canadian and EU officials are working on the regulations needed to allow CETA to be applied.
