The House Homeland Security recently advanced legislation to reauthorize C-TPAT. The original reauthorization Bill H.R. 3551 as amended would (1) Add exporters as eligible participants for C-TPAT, (2) Require U.S. Customs (CBP) to consult with the Commercial Customs Operations Advisory Committee (COAC) on certain decisions regard the C-TPAT program, (3) Direct CBP to consider extending C-TPAT benefits to importers of non-containerized cargo and “non-asset-based” third party logistics providers, and (4) Phase in updated and additional security measures to address vulnerabilities in the supply chain.
